It rather appears that Cedar Bayou and Vinson Slough were open to the Gulf of Mexico in 1968 does it not ?

RELEASE
For Immediate Release
September 17, 2003
The Texas State Chapter of the Recreational Fishing Alliance, and Friends of Texas Coastal Passes Inc., filed a joint lawsuit against U.S. Fish and Wildlife Service, on September 17, 2003 in Federal District Court in Corpus Christi Texas.
This action is intended to force the immediate reopening and restoration of Cedar Bayou and Vinson Slough, adjacent to the Aransas National Wildlife Refuge, near Rockport, on the Texas Gulf Coast. This reopening and restoration is critical to the economy of the Coastal Bend, and the health of myriad fish and wildlife species in the area, including the Piping Plover and the endangered Whooping Crane.
The suit is expected to be amended in the near future, following satisfaction of the notification requirements of Section 505 of the Clean Water Act, to include Texas Parks and Wildlife Department, U.S. Army Corps of Engineers, and possibly others, as additional Defendants.
